Public deliberation and participation in the Madrid City Council budgets (2016-2018)

Abstract

This paper analyses the evolution of citizen participation in the preparation of municipal budgets in Madrid, as well as the role of public communication in the process. To this end, the three years in which citizen collaboration has been requested (2016, 2017 and 2018), have been compiled, and after analyzing the data, it has been concluded that there is growing interest by citizens in these participation mechanisms, although the figures are still quite small. Moreover, it has been shown that these organized groups play an important role in presenting proposals. Finally, it has been determined that participation requires a previous process of deliberation and a certain degree of expert knowledge in order for the results to be viable and sustainable, not only desirable.

Author Biographies

  • Juan Luis Manfredi Sánchez, University of Castilla-La Mancha

    Full professor of Journalism at the University of Castilla-La Mancha and Academic Director of the Observatory for Public Sector Transformation ESADE-PwC. He has been the principal investigator on the project entitled Public Communication, Transparency, Accountability and Participation in Local Government, (Comunicación pública, transparencia, rendición de cuentas y participación en los gobiernos locales) (CSO2013-46997-R). Professor Manfredi Sánchez has also directed the project known as Media Pluralism Monitor in Spain 2015 of the European Institute of Florence, which measured the pluralism and diversity of media and communication companies. He is a member of the editorial board of Esglobal.com, a leading magazine of international journalism in the Spanish language, and of the Scientific Board of the Real Instituto Elcano. He was also a finalist of the Citi Journalistic Excellence Award 2015 in Spain, and has won several academic research awards.

  • Luis Mauricio Calvo Rubio, University of Castilla-La Mancha

    Associate Professor in the Faculty of Journalism at the University of Castilla-La Mancha. He graduated with a Bachelor’s Degree in Journalism and has a Master’s Degree in Communication, Culture, Society and Politics. Professor Calvo Rubio also has a specialization in Social Networks and Online Media, and holds an Executive Master’s Degree in Business Administration and Management. For more than two decades, he has developed his professional career as a journalist. He has been the manager of various media organizations including those related to print, radio and television, and he was in charge of the development of digital projects in some of these companies. At the present time, he is dedicated to corporate communication, an endeavour that he combines with teaching and research in the areas of journalism, new narratives, political communication and citizen participation in the public sphere.
